Charles A. Yudd served as Deputy County Administrator for Loudoun County Virginia from 2016 until 2024 and retired in early 2024 after twenty-six years of service to the County. He served as the County’s liaison to the local water and sewer authority, and directly managed the County’s federal and state legislative program.
In recent years he served as the executive in charge of several notable public facing projects including the Loudoun County Comprehensive Plan Update (2019), COVID-19 Testing Task Force (2020), Evaluation of the Possible Change in Form of Government (2021), Analysis of Potential Conversion from Sheriff’s Office to a County Police Department(2022), Decennial Redistricting (2022), and Realignment of the Zoning Ordinance Rewrite Project (2023).
Mr. Yudd joined Loudoun County in 1997 as the Land Use Review Division Manager in the Department of Planning Services. He moved to the Office of the County Administrator in 1999, working initially in the areas of land use, economic development and development review. He was serving as one of five Assistant County Administrators when he was promoted to Deputy County Administrator in 2016.
Mr. Yudd earned a Bachelor of Science degree from the University of Maryland and a master’s degree from the University of Virginia. He has earned the Credentialed Manager designation from the International City/County Management Association.
Mr. Yudd previously served as the Chairman of the Board of the Northern Virginia Criminal Justice Training Academy in Ashburn Virginia.
Mr. Yudd currently serves as the Director of Land Planning and Development for JK Land Holdings LLC in Sterling Virgina.
Mr. Yudd also serves as a member of the Board of Directors of Loudoun Water in Ashburn Virginia.
Mr. Yudd lives with his wife Barbara in Waterford Virginia, and they have two adult children.
